The 5 Laws of Talar

1) Killing another Sentient being not in self defense or without order from a legal official is punishable by execution.
2) It is illegal to enslave any free willed or sentient being against their will. This is punishable by imprisonment.
3) It is illegal to disturb, defile, raise, or in any other way use a corpse for persona gain without permission of the person or spirit. This is punishable by imprisonment and/or execution.
4) Any consorting conspiracy against the land, or dealings with the ancient ones in any shape or form, will be punished by execution immediately.
5) Any practicing of infernalism of the worship of demons is punishable by imprisonment or execution.


Varros Town Laws

Theft - The act of willfully taking, destroying, or damaging property of another without their consent. Punishments should include return of the stolen property or compensation for fair value of replacement of the property taken. In addition a fine of up to the value of the object taken may be assessed.

Impersonation - Impersonation of Nobility or of Rank within known Organizations is punishable by imprisonment until such a time that the offending parties can be handed over to an official member of the offended house or organization. To the extent not already covered by other laws, this includes the crime of possession of, use and creation of forged documentation including currency.

Taxation - Upon motion from the Noble Council taxes may be levied against the residents of the town of Varros. Said levies will be explained and put to public vote for approval. Residents who refuse to pay shall be subject to fines up to twice the expected levy.

Wanton Violence and Disturbing the Peace - If confronted by town guard, Sheriff, or deputy at such times, it is in their power to apply punishment appropriate to the severity of the offense. This includes the general crime of assault.

Dueling - A publicly declared and organized duel shall not be interfered with. The outcome of conditions of said duel are to be considered consented by both parties involved. The Sheriff, Mayor, or Assistant Mayor must be given proper notice of such a duel at least 1 hour in advance of it's commencement. It is within the rights of any of these parties to deny consent to the legality of said duel.
Any duels to the death must be approved by a full council vote.

Attempted Crime - Any individual or group of individuals who actively attempts to commit a crime but is unsuccessful in that attempt is still guilty of the underlying crime. Prosecution of this crime is at the discretion of the Sheriff or his deputies.

Creation of Undead - No citizen of Varros or its protected lands shall be raised as undead without a proper Death Writ and permission by at least 2 members of the Varros Noble Council.

Clarification
About punishment- "punishable by" is not a mandatory level of sentencing, it is a maximum. The enforcement official involved can determine a lower level of punishment as is appropriate to the circumstance or because of a combination of different offenses being committed may choose to raise the level of punishment as necessary.

If a citizen believes that a sentence applied against them is unjust, then they may appeal to the Mayor. If the Mayor believes that there is merit to the appeal, the Mayor may empanel a jury to determine the facts of the case. The Mayor will act as judge and head jurist, one of the jurists will act as counsel to the prosecution, and one of the jurists will act as counsel to the appellant. At least one noble will be appointed to the jury, and the number of jurors will be at least three. The proceedings will be open to the public unless specifically requested by the appellant or because of the particular sensitivity of the crime.

Should a citizen believe that a crime has been improperly handled by either the Sheriff or the Mayor, the citizen may appeal the results of a trial with the Nobles' council, although the noble's council may refuse to hear the case, even if they believe that an abuse of discretion has occured, on the grounds that the results would remain the same.

Furthermore, it should be remembered that the Sheriff and the Mayor are officials elected by the town, and as such can be removed by action of the town. The Sheriff or the Mayor can be removed from office by a majority vote of the Noble's Council or through a majority vote during a town meeting. If the Sheriff or the Mayor are removed from office or are otherwise unable to perform their duties, their respective assistants will take on the duties until such time as an election may be held.

Nobles may be removed from the Noble's council only by a unanimous secret vote of the council or by action by the Council of Talarr.

The Death Guard, under Command of Sir Dorn of the Death Guard, as well as other Knights and warriors of the Death Guard have been given Military Authority in the Town of Varos and its surrounding Lands for which it is responsible.

The Death Gaurd are charged with the safety of all those who travel within Varos proper, as well as the Defeat of the Ancient Ones and all those who would ally themselves with them.

The Death Guard's authority shall only extend in so far as the Combat against the Ancient Ones, the Undead and other major evils that threaten Talar.

All members of the Death Guard have the authority to carry out sentence against those who perpetrate crime to the detriment of the defense of Varos and Talar. It is necessary and just that the sentence meet the crime, and if for any reason a member of the Death Guard so enforces that punishment wrongly, they too shall share in that wrongful punishment.

All members of the Death Guard are also an auxillary of the Town Guard and fall under the authority of the Sheriff when acting as such.

All Varos officials and Offices retain their rights and privileges, as well as the burdens that they so carry in the discharge of their office. The Death Guard are not to intercede or interfere with the governance of Varos.
